Charles Palmer at the age of fifteen entered a shipping business in that town, whence, after six months, he went to Marseilles, where his father had procured him a post in a large commercial house, at the same time entrusting him with the local agency of his own business.
Palmer therefore built, largely according to his own plans, the John Bowes, the first iron screw-collier, and several other steam-colliers, in a yard established by him at Jarrow, then a small Tyneside village.
In 1886 his services in connection with the settlement of the costly dispute between British ship-owners and the Suez Canal Company (of which he was then a director) were rewarded with a baronetcy.

Mark Palmer (born 1941) is the Vice Chairman of Freedom House and the Council for a Community of Democracies.
Palmer's 2003 book, Breaking the Real Axis of Evil: How to Oust the World's Last Dictators by 2025, argued for a revamping of American foreign policy to make the worldwide promotion of democracy its foremost goal.
Palmer cleverly exploited his position and created a very lucrative media empire in the transitional economies of Eastern-Europe.

Palmer is convinced that a transition to a democratic system can be effectively fostered and supported from outside, as well as within -- and that democracy everywhere is a goal well worth aiming for.
Palmer believes that people everywhere want democracy -- in the form of free elections, an independent judiciary, a free press, the right to strike and to demonstrate, etc. -- and that foreign powers (governments, non-governmental organisations (NGOs), individuals, and international organisations) can (judiciously) intervene to facilitate a transition to such a system.
Palmer explains there are different kinds (and he divides them up, by category and geography), and while the underlying issue is the same, each poses different problems and issues, many of which are (necessarily) just touched upon here.

Palmer who was a partner with his brother Sir Charles was an able manager and while he laboured energetically for the improvement of the young and at that time comparatively prosperous concerns his good lady [Annie (Neasham) Palmer] very sedulously cultivated an acquaintance with the working classes.

On the one hand, Ambassador Palmer provides ample and well-documented discussion of the state of the world, on the other he does not belabor the matter--his one to two-paragraph summative descriptions of each of the dictatorships is just enough, just right.
