Mark Rowntree was a British serial killer who was committed to a mental hospital after he admitted killing four people at random in the town of Bingley in Yorkshire.
Rowntree gave a full confession to his crimes and complained that he hadn't managed to reach five victims, the same body count as his hero, Donald Neilson.
Diagnosed as schizophrenic, Rowntree pleaded guilty to four counts of manslaughter on the grounds of diminished responsibility at Leeds Crown Court in June 1976.

The long-serving president, Arnold Rowntree, told the ESA in 1945 that settlements sought ‘to raise the level of civic life by the energising power of example and by the influx of [their] members into the fields of active citizenship’ (Freeman 2004: 201).

According to a study published today by the Joseph Rowntree Foundation the number of people living in households with less than 40% of the average income (very poor) in 1999 to 2000 was 8.3 million, 100,000 more than in the year 1996 to 1997 (when John Major was PM).
Mark's correct claim that there are now 2.5% more people living on 40% or less of the average earnings ignores the fact that average earnings have increased by some 20% since Labour came to power.
Mark clearly has not studied the report from the Rowntree foundation (I suspect he read the report in the Times), otherwise he would have been able to report the other findings, all examples of "startling progress" which Mark is reluctant to mention:

Being customary to the trade by its nature – where the trade mark is the goods – means that it would not be possible to discern from the trade mark from whom the goods originate.
The answer seems to be a UK trade mark registration that is so limited that it cannot prevent the registration or use of an identical 3-D mark which also bears an embossed, distinctive trade mark (other than Polo).
