Mark Edward Souder (born July 18, 1950) is an American politician who is serving his fifth term as a member of the United States House of Representatives from Indiana's Third Congressional District (map).
Souder was born in Fort Wayne, Indiana and attended Leo High School, IPFW and the University of Notre Dame.
Souder is a member of the Republican Party.

Souder said Leavitt was the barrier to a more effective anti-meth policy but said he could not explain in clear detail why he made that accusation.

In this role, Souder was the architect of an amendment to the Higher Education Act that bars anyone convicted of a drug crime from receiving federal student financial aid.

Last week, Congressman Mark Souder of Indiana, who represents a district that is over 92% white, wrote of the drug war that "gross disparities in conviction rates (between fls and whites) do not exist." Oh, but they do.
Just as unfortunate is the likelihood that when Souder talks about drug policy back home, he talks about "zero-tolerance" and "toughness" and "sending a message" to a population who, through no fault of their own, will never have any better idea of the ramifications of such rhetoric than Souder does himself.
That is, that Rep. Mark Souder knows very well that the drug war is being waged against people who don't look like him, who don't look like his constituents, and who don't vote in his district.

The FBI's current hiring policy already includes a liberal allowance for "youthful indiscretions." An applicant can have used marijuana up to 15 times in his lifetime and other drugs, such as heroin and cocaine, up to five times.
It is disturbing when Mark McGwire says he doesn't want to "talk about the past." It would be shocking if the FBI allowed its prospective employees to make the same claim.
