Specifically, I have a real problem believing that the project is code-named "Marklar." (I don't have any problem believing such a project exists for several of the reasons stated by others here previously.) First of all, this project is supposed to have been in development for several years.
Again, I don't doubt that such a project is in place; I just don't believe that Apple's using Marklar as the code name for the project.
Whereas the term MarkLar does not appear anywhere in the public OSX interface files, the term "i386" does, and a simple content search of a Jag installation (with the developer tools installed) will reveal at least 75 hits in for that term.

There is also the Darwin project -- the cross-platform OS X BSD-based kernal -- fueling the speculation fires.
And there have been projects at Apple to make earlier OSes (code-named "Star Trek") work on Intel, as well, but nothing has ever come of them.
I would not be surprised if Apple is keeping a version of OS X in house that runs or mostly runs on Intel (they were to have a "Yellow Box" that ran Windows software or compiled for windows or something, after all).

It's long been assumed that Apple has maintained an x86-compatible version of its old NeXT OS, which these days is marketed as Mac OS X. But now a report at eWeek confirms its existence, status and staffing levels.
Nick de Plume and Matt Rothenberg report that an x86 version of "Project Marklar" is maintained in step with the PPC versions, has around a dozen engineers, and is even feature "complete" with the 10.2 Jagwyre version.
Marklar most likely doesn't signal a strategy shift, it simply remains prudent business sense: it helps to have a Plan B, if only to use as a bargaining counter.

My "Secret Project" at Apple was Marklar aka OS X on x86, finally announced today!
When I started, Marklar was relatively moribund, being nursed by a handful of Core OS engineers.
I went on leave in fall 2001 after the WTC thing, but by the time I left the Marklar team gave a demo to something like the top 100 managers of the company with a working Marklar system complete with Finder running and a whole range of apps.
