A marriage of convenience (plural marriages of convenience) is a marriage contracted for reasons other than the traditional reasons of love or family.
Another common reason for marriages of convenience is to hide ones' homosexuality in cases where being openly gay is punishable or potentially detrimental.
The phrase is a calque of French mariage de convenance - a marriage of convention, or marriage of suitability.

Funny enough, I thought 'marriage of convenience' was a reference to the high born marrying someone of their station (or for political reasons), while loving someone lower--Or a gay man with a sham straight marriage.
I don't think the Home Office is as concerned about marriages outside immigrating in as they are about sham marriages occurring in the country.
