Savage does a very good job of describing floating sea colonies, the low-gravity lunar atmosphere, and other exotic places that exist only in the mind's eye.

Savage reveals himself to be a political naif in comments like those he made about life in Beijing: he uses the image of an Orwellian Ministry of Food in which Chinese bureaucrats toil away, but no bacon is available in the streets.
Marshall leapfrogs over their shoulders by proposing a goal based on what he wants us to reach before the "experts" can detail every aspect of how they will do it--no doubt to their chagrin.

Savage takes it upon himself to repackage this vision (albiet in New Age dressing) and construct a detailed plan for achieving it.
Savage uses biological language to refer to his envisioned society but he fails to grasp evolutionary principles when applied to the level of the individual.
It is unfortunate that Savage is unable to make the necessary leap from the biological ecosystems that he details to the socio-economic ecosystem that is crucial to his project.

Marshall talks about having true democracy within Foundation Society (TMP pages 92 and 363), and I was somewhat concerned about this.
But Marshall goes further than rights and privileges with: "...we must accept and develop the principle of individual sovereignty." TMP p.365 I think a good working definition of individual sovereignty is to be found in the following quotation (also from TMP chapter 8): "Each person is entitled to live his life with perfect autonomy.
Marshall, in Chapter 1, pages 96-97, of TMP, discusses the possibility "that the corporation of Aquarius is wholly and exclusively owned by the people who live there." From this I envisioned an employee-owned corporation in a partnership with the colony government, and I christened this public-private partnership the Foundation Enterprise.

It tends to be a bit idealistic, which is to be expected for the subject, but is very informative and feasible.
Savage has also started the First Millennial Foundation to bring his plan to fruitation.

Whatever you call it, I've always found Marshall's music to be a hit-or-miss affair: sometimes shamelessly lovely, atmospheric and appealing, other times meandering, gimmicky, and dull.
Savage Altars alternates rather abruptly between spooky and harrowing sections of rhythmic choral chanting and drop-dead gorgeous interlocking scalar passages that almost seem to float in suspended bliss.
