Demolishing three vacant office towers turned out to be the key element in delivering a massive $560-million design-build-finance-maintain project now being built for the U.K.’s Ministry of the Interior.
As a result, an unobtrusive cluster of buildings on Marsham Street now is emerging from the site where, for nearly 40 years, three harsh, 20-story, slab-shaped towers rose, which critics said blighted a desirable cityscape.
In bulk and height the new towers are more sympathetic to mixed-aged neighboring offices and apartment buildings than its predecessors.

Ironically, the Marsham blocks housed offices of the Department of the Environment which overruled the LCC on the design.
Three additional towers built in the early 1960s all won approval because the boroughs and the LCC wanted to make much needed street improvements, but lacked the resources to buy the extraordinarily valuable land at market prices.
Nonetheless, the tower reinforced the determination of the LCC to prevent the London parks from being hemmed in by high buildings in the way that Central Park in New York became walled in by apartment houses.

Just prior to the start of demolition the tower blocks were used as a Christmas shelter for the homeless and there was an ongoing problem with people rough sleeping in the extensive and warren like complex.
By March 2003 the three towers and the steel frame building had gone although the rotunda's themselves were proving more stubborn and still remained largely intact.
The plans to demolish and rebuild were put on hold for 6 years while various departments battles to save and reuse the rotundas but in the end it was decided they had to be demolished and soon they too will be gone and the site redeveloped; so passes, unmourned and unnoticed another chapter of history.

Ultimately controlled explosives had to be used to facilitate the final demolition, which in turn had to be overlapped with the start of works, to ensure that the 34-month programme for the 75,000m² office building was achieved.

The building was sold to a Swedish firm, which in turn was bought by IVG in 1999.
For its €140 million renovation, IVG added a 12-story extension (by architects Eric Ysebrant of ASSAR and Philippe Verdussen of Archi 2000, b Brussels), which is appended to the tower by a triangular addition with an open lobby and congress center.

Having negotiated the traffic near the Houses of Parliament I found my way to Marsham Street.
Once you know where it is you can easily spot the Department's three distinctive towers from all around central London.
Inside it was a maze of corridors with one long corridor stretching between the three towers on the first few floors - I mention that because I got lost later and walked about quarter of a mile before I found where I was.
