The Constitution of the country provides that in determining compensation, among other things, the extent of direct state investment and subsidy in the acquisition and the beneficial improvement must be taken into account.
The resolution of this matter is a vindication of government's willingness to accept independent professional opinion and its attempt to reach a non-confrontational and amicable solution.
The protracted nature of the 'Boomplaats' farm negotiations - and until this week the intransigence of Mr Pretorius - illustrates in a graphic manner the challenge we all face as we try to advance by walking on the two legs of social transformation and national reconciliation.

There he not only farmed with great success, but turned his attention to the study of the law.
The esteem in which his shrewdness in both farming and legal affairs was held led to his election to the Volksraad as member for Wakkerstroom early in the sixties, Marthinus Pretorius being then in his second term of office as president.
In 1870 Joubert was again elected, and the use to which he put his slender stock of legal knowledge secured him the appointment of attorney-general of the republic, while in 1875 he acted as president during the absence of T. Burgers in Europe.

Following the withdrawal notice on expropriation by the Minister of Agriculture and Land Affairs, involving the farm Boomplaats of Mr Willem Marthinus Pretorius, further negotiations took place today with Mr Pretorius, his lawyer and a representative of the Transvaal Agricultural Union (TAU).
It will be remembered that the notice of expropriation was withdrawn, so as to enable the parties to engage in further negotiations, which could possibly lead to a settlement.
Sadly, Mr Pretorius and his representatives bluntly refused the offer and raised the point that they were not interested in the quantum, but in the principle that only market value must be paid without deducting benefits such as soft loans - clearly a matter of principle.
