Cullen was previously a member of Seanad Éireann (1989-1992) and has also served as Minister for the Environment, Heritage and Local Government (2002-2004).
In 1997 a Fianna Fáil-Progressive Democrats coalition government came to power and Cullen was appointed Minister of State at the Department of Finance.

Martin has indicated he has charged Charles Cullen with five murders and two attempted murders of patients in the Coronary Care Unit at St. Luke's Hospital and one murder and one attempted murder at Lehigh Valley Hospital.
Martin also indicated in his news release that the only attempts to cause injury or death which Cullen made while at St. Luke's occurred on the Coronary Care Unit and nowhere else in the hospital.
