Leaders of the Massachusetts Senate are preparing to push legislation to establish civil unions for gays and lesbians, a form of legal recognition for same-sex relationships that only Vermont has enacted into law.
Increasingly, some members of the Senate believe the court may direct the Legislature to address the question of the legal status of same-sex relationships, and they want to be prepared.
Senator Robert A. Havern III, an Arlington Democrat and the assistant majority whip, said he believes there is enough support among senators to pass civil union legislation, but stressed he has not conducted a formal poll of members.

The repeal was approved 28-3 as part of the Senate version of the state budget.
On Monday, Massachusetts became the first U.S. state to legalize same-sex "marriage," based on the state Supreme Judicial Court's 2003 Goodridge decision, which struck down the state's marriage requirement of a man and a woman as discrimination.

BOSTON (AP) - The state Senate voted against budgeting an additional $25 million to help struggling community hospitals, but agreed to study how much to reimburse hospitals for their care for the poor.
The Senate, holding its first day of budget debates, approved the review of Medicaid reimbursement rates after shooting down the proposed $25 million increase in the program, which pays hospitals 79 cents on the dollar for care provided to Medicaid patients.
The Senate agreed to the study during the first day of debate on their proposed $21.5 billion state budget.
