The applicant is requesting that three broadcasting distribution undertakings serving Buckingham-Masson-Angers, Quebec, Lachute-Brownsburg, Quebec, and Rockland-Clarence Point-Wendover-Hammond/Cheney and surrounding area, Ontario, be relieved, by conditions of licence, of the requirement to contribute the prescribed proportion of their revenues to Canadian programming as set out in section 29 of the Broadcasting Distribution Regulations (the Regulations).
However, Videotron (Laurentian) Ltd. requests that the Commission recognize an additional 0.2 percent contribution to local expression to continue to provide 40 percent of the community programming of Hull-Gatineau-Aylmer to the undertakings of Buckingham-Masson-Angers, Lachute-Brownsburg, Thurso-Plaisance-Papineauville, Montebello-Fassett, and Saint-André-Avellin, Quebec; Rockland-Clarence Point-Wendover-Hammond/Cheney and surrounding area, Ontario.
More specifically, it proposes to allocate in a different manner the contribution to local expression, namely between seven undertakings: Hull-Gatineau-Aylmer, Buckingham-Masson-Angers, Lachute-Brownsburg, Thurso-Plaisance-Papineauville, Montebello-Fassett, and Saint-André-Avellin, Quebec; Rockland-Clarence Point-Wendover-Hammond/Cheney and surrounding area, Ontario.

Gatineau, Quebec - Wikipedia, the free encyclopedia
In 2002, the Parti Québécois government of Quebec amalgamated a number of municipalities throughout the Province, including the five former cities that constitute the current City of Gatineau (Aylmer, Hull, Gatineau, Buckingham and Masson-Angers).
The majority of the votes cast in Aylmer and Masson-Angers were in favour of separation, but they did not represent at least 35% of the electorate in their respective communities.
This difficulty is further magnified by the lack of a major highway on the Quebec side of the Ottawa River connecting Gatineau to the major city of Montreal, Quebec; most travellers from Gatineau to Montreal first cross over to Ottawa, and use Ontario highways to access Montreal.

Before January 1, 2002, there were five cities on the Quebec side of the Ottawa River: Hull, Gatineau, Aylmer, Buckingham, and Masson-Angers.
A number of provincial offices of the Government of Quebec are located in Gatineau due to its status of main town of the Outaouais region of Quebec.
Many Gatineau highways and major arteries feed directly into the bridges crossing over to Ottawa, but once there the roads land into the dense downtown grid or in residential areas, with no easy connection to the only highway in Ottawa, the East-West 417 or Queensway.

Chapleau would have agreed to succeed Masson as lieutenant governor but on Tarte’s suggestion Auguste-Réal Angers* was appointed.
Chapleau thought “strong pressure” had to be brought to bear on Sir John regarding the Letellier affair, for “left to himself, he will get cold counsel from the English side and things will drag on.” He was convinced that the fate of the Conservative party at Quebec was linked to the resolution of the matter.
Chapleau was returned for Terrebonne by acclamation at the Quebec elections in the summer of 1871.
