In the economic dance for foreign-owned, export-oriented assembly plants, the Tamaulipas border city of Matamoros is emerging as a loser.
Juan Villafuerte Morales, the leader of the Matamoros Regional Workers Federation, said in an interview with the Mexican press that the Tamaulipas border city of Reynosa, which counts on numerous industrial parks and other incentives, was beating out Matamoros for new plants and even importing workers from his economically-suffering home town.
In Matamoros, more than 200 neighborhoods were flooded with as much as three feet of water, temporarily trapping motorists in their cars and forcing schools to shut their doors.
