  Mathew Baker
Mathew Baker (1530- ?), was one of the most renowned Tudor shipwrights, and the first to put the practice of shipbuilding down on paper.
James Baker had been appointed first Master Shipwright of King Henry VIII from 1537 and had been responsible for many of the designs and the construction of Henry's fleet, so Mathew, who was known to dislike his rival Phineas Pett, competed to become the chief engineer of Elizabeth I's navy.
Mathew Baker was the most prominent shipbuilder of that day, Bright and Richard Meryett (or Meritt) were Government Shipbuilders of long experience, while Nicholas Clay, John Greaves and Edward Stevens were private builders of considerable standing in their profession".

Mathew Baker and the Art of the Shipwright
Baker confounds the traditional category of the craftsman or artisan: he was working as a manager and technical leader, exercising responsibility in a strategic industry.
Baker had developed a new way of prescribing and varying the curves of narrowing and rising, not on paper but out in the shipyard, by means of ropes and boards.
Mathew Baker’s paper design was directed towards the advance specification of the ship’s hull and his mathematical reconstruction of shipbuilding embedded new priorities and values within the practice of the art.

However, we know that Baker was one of some seventy or so young men sent on a training voyage as far as Chios in the Mediterranean about 1550, to overcome the shortage of English seamen who were navigators, or for that matter Mediterranean pilots [4].
It is not absolutely clear that Baker used this mould in its final form, from the evidence in Fragments, but it agrees so well with the philosophy of his 1582 tonnage rule that it is reasonable to suppose that he was working towards those lines when he formulated the rule.
Baker correctly derives 124 and 78 as the required tonnages, from ratios 16:26 and 10:16.
