From this old record it is evident that the custom of matsuri had become well established in Otsu by the beginning of the seventeenth century, that the populace were responsible for its success, and that the simplest of mimic dances were thought worthy of a place therein.
It is not known which of these matsuri is the older; but natural supposition leads one to think that the first actors were children, or adults, and that the introduction of the dolls may have been in imitation of the doll theatres, of which we shall have occasion to speak later.

Hina matsuri is also called Momo no Sekku which means festival of peach.
At the top is always the dolls of the emperor and empress with a miniature gilded screen placed behind them, very much like how it is in the imperial court.
Miniature lacquered dinner sets, tea ceremony utensils, musical instruments, palanquins and other furnishings of court life are also displayed for extra authenticity, and with a folding screen in place behind the emperor and empress and two lanterns on either side, the hina dolls are indeed a sight to behold.

I've stumbled upon a few before especially near the temple in Shinjuku but probably the #1 thing about a Japanese Matsuri is all the food and since I found the other matsuris by accident and I had already eaten and didn't really feel like partaking in the festivities (ie, eating lots more).
Where as most Matsuris are sponsored by various temples and the matsuri itself takes place around the temple the Azabu Juban Matsuri is not related to a temple.
I don't know it's history but one of my friends said she thinks it's the largest matsuri in terms of booths which all Japanese matsuris have.
