So the point was to try to create a situation where France would veto the final resolution even though no rational person in the US and UK, not to mention elsewhere in the world, could avoid the conclusion that their decision had nothing to do with the real issues.
France, to counter that, had to make more and more clear that they'd make sure it failed no matter what, so that the swing voters knew that not supporting it would not actually be as much of a risk.
