In 2000, Martinez was defeated in the primary election by Hilda Solis.
Martinez began his political career in 1971 when he became a member of the Monterey Park Planning Committee, and served until 1974 when he was elected to the Monterey Park City Council.

Martinez, who has frequently voted with the Republican majority, lost his renomination bid in March in the heavily Democratic district east of Los Angeles to state Sen. Hilda Solis, who is unopposed in the general election.
Martinez was welcomed at a morning caucus by House Republicans, but the move will have little effect on the battle for control of the House of Representatives in November's elections.

Martinez, that our State is one of several that impose a cap or a limit on a number of charter schools through the State law authorizing charter schools.
Martinez's points I would be the first to say, and I agree with anyone, charter schools are not a panacea for all ills of public education.
Martinez and perhaps and Dr. Tirozzi that we ought to, from the Federal perspective, do what we can to encourage the States to lift the cap now that we know the charter school experiment appears to be working.
