Baril's mission to reform the military is also tightly interwoven with the ongoing war, which erupted in 1998 when Rwanda and Uganda sent in troops to support rebels seeking to oust then-president Laurent Kabila.

 Estate of Baril
Maurice objected to the motion and filed a complaint to determine heirs, asserting, inter alia, that any probate of the 1968 or 1969 wills was barred by the provisions of 18 M.R.S.A. §§ 1555-56 (1981), and that she was the sole heir of Antoinette Baril.
Maurice further contends that approval of the 1968 will is barred because section 1555, the applicable pre-Code provision, provides that no probate of a will shall be originally granted after twenty years from the death of any person.
Because the probate proceeding dealing with Antoinette Baril's will was not completed within twenty years from the date of the her death, Maurice argues, it cannot be completed subsequent to 1991.

 Baril Named Top General
In stark contrast, Baril, who also received a promotion to full general last week, brings a relatively untarnished public image to his new post.
Faced with allegations that Canadian troops had, among other things, physically and sexually abused civilians in Bosnia, Baril ordered an immediate inquiry into the affair, saying that he would not tolerate soldiers he called "drunks and bums" in his army.
In light of that incident, Baril's promise last week of a new era of openness and accountability in the Canadian Forces rang a little hollow.
