Maurice LaMarche (born March 30, 1958) is a Canadian voice actor and occasional guest star on The Simpsons.
LaMarche was born in Toronto, Ontario, Canada, but his family moved to Timmins, Ontario very soon after he was born.
Maurice's first entrance into the voiceover industry was in 1979 in Easter Fever and Take Me Up To The Ballgame, two Canadian films.

LAMARCHE: I was not farm raised or grain fed, but yes, I was raised in Toronto.  Actually, I started life in Toronto and then immediately, almost like right out of the maternity ward, we moved to a little town called Timmins, Ontario, which is where Shania Twain is from.
LAMARCHE: It is, absolutely, and I was ostracized.  Even from my father.   He couldn’t figure me out.  He thought it was blasphemy that here I was this French Canadian kid and I didn’t care about hockey.
LAMARCHE: Okay.  But as I said, there were a few bumps in the road, and… but my point is I still saw the States as that old cliché, the land of opportunity.  You can become anything you want to be here.  That’s why I still love this country.

LaMarche has actually done several impressions of Welles including the voice of Welles in the film "Ed Wood." His impression was dubbed over the voice of Vincent D'Onofrio, who played Welles.

The Pinky and The Brain set is four discs, and features the first 22 episodes of the spinoff series, plus an interview segment with Rob Paulsen (Pinky), Maurice LaMarche (The Brain) and Andrea Romano (voice director), and additional comments by producers Tom Ruegger and Peter Hastings.
The Animaniacs DVD is due in July 2006, and will include interviews with the voice talent for the Warners and Slappy (of course, Sherri Stoner also wrote most of Slappy's episodes), and Steve and Julie Bernstein, who wrote and orchestrated much of the music for the show.

Just to reference a few, he played Dizzy Devil on Tiny Toons, The Brain on Animaniacs and Pinky and the Brain, and most recently did the voice of Kif and Calculon (among others) on Futurama.
I'm a huge fan of LaMarche and his work on "The Critic", "Futurama", and of course "Pinky and the Brain", and I'm glad I read the parts of the interview pertaining to them.
