Max Petitpierre fut un homme politique suisse, né le 26 février 1899 à Neuchâtel et décédé le 25 mars 1994 dans sa ville natale.
Petitpierre est professeur de droit privé à l'Université de Neuchâtel lorsqu’il est élu en 1937 député radical au Grand Conseil du canton de Neuchâtel.
Petitpierre est président de la Confédération en 1950, 1955 et 1960.

The reporting showed Petitpierre and a majority of the Swiss Federal Council to be "convinced" that granting Allied claims to German assets was "indispensable." Petitpierre was said to be particularly concerned for the upcoming Swiss elections and apprehensive of a conservative reaction to Swiss resumption of diplomatic relations with the Soviet Union.
On March 21 he told the SSU source that he earnestly desired to settle "the present misunderstanding with the United States to counterbalance this gesture of friendship toward the East." The Swiss were further prepared to accede to the demand that Allied representatives be admitted into Switzerland to track down concealed German assets.
Petitpierre also informed the U.S. Minister that any final agreement reached would be submitted to the Swiss Parliament for ratification.

Petitpierre reported that the Germans and the Swiss had just agreed on compensation along the lines proposed by the United States, but warned that implementation depended on an Allied-Swiss agreement on liquidation and settlement of Swiss claims of 1.2 billion Swiss francs against Germany.
Petitpierre concluded by noting that the German offer (of 60 million) on debt settlement was a "mockery." He therefore expressed the hope that the London Conference on German Debt, beginning February 28, would be able to deal with Swiss claims.

After the Nationalrat (National Council, the popularly elected lower house) (March) and the Council of States (June) had modified a Finance Ministry draft, the voters rejected the constitutional amendment for a federal direct tax.
Reviewing Swiss foreign policy, foreign minister Max Petitpierre told Parliament that the Swiss could best keep the world and themselves secure by maintaining their traditional neutrality and by keeping their armed services strong.
The federal government decided to equip the Swiss army with nuclear weapons, as the most effective way “to maintain our independence and protect our neutrality.”

Petitpierre, a Radical Democrat, was said to be particularly concerned for the coming Swiss elections and apprehensive of a conservative reaction to Swiss resumption of diplomatic relations with the Soviet Union.
On the other hand, the intelligence that came out of SSU Bern is strong evidence that Petitpierre and the Federal Council were willing to be more flexible than they appeared in Washington--possibly even to the extent of increasing the sum they were willing to offer as restitution.
