The Crime of punishment Pelican Bay Maximum Security Prison
The SHU prisoner with an indeterminate sentence is in an untenable situation: if he snitches, he becomes a target for retaliation by those he implicates and must become a regular informant to maintain the protection of the guards.
In the early 1950s, in the relatively freer atmosphere of the "treatment era" prison, Black prisoners began to seize and dominate the state's prison yards as a means of fighting segregation and reversing their position at the bottom of the convict caste system.
These prison gangs were an attempt by the disenfranchised to exercise control over their immediate environment and to reverse the effects of racial discrimination.

Michael Santos   (Site not responding. Last check: 2007-10-21)
Prison managers set the rules that govern the prison society according to a general view of the types of offenders who will be held in those communities.
Prisoners designated to serve their sentences in minimum-security facilities generally have records that demonstrate a level of responsibility and good citizenship that may be absent from the offenders held in higher-security institutions.
It's important for each offender to know that although it is difficult to work one's security and classification scoring down (meaning one would be eligible to be held in lower security), it is easy to add points to one's security and classification scoring (meaning one would have to move up to a higher-security institution).

What happens to the people who live and work in prison when we “get tough” and “lock ‘em up and throw away the key?” The answer appears to be that their humanity—and society’s as well—is reduced.

AlterNet: Iraq 'Supermax' Prison Won't Wipe Away Abu Ghraib Stain
Prisoners are often dumped in supermaxes for petty, non-violent offenses, for being a suspected gang member even if they have not been accused of any misconduct, if serving a long prison sentence, or are mentally ill, or simply to relieve prison overcrowding.
Supermax prisons were built during the 1980s and early 1990s when states were flush with cash, and lawmakers and much of the public were in a lock em' up and throw away the key mood with criminals.
The mounting evidence that supermax prisons were not being used solely to confine dangerous and violent prisoners, and that the prisoners in these jails were being abused and their rights violated, stirred no outcry from politicians or the public.

Rhodes was eventually able to enter several maximum security, or “supermax,” units through the Correctional Mental Health Collaboration—a project based in the School of Nursing, led by David Allen—and later on her own.
Rhodes’ book explores the challenges faced by prisoners and prison staff, describing what she calls “daily assertions of authority and resistance.” She tells of prison officers who struggle to do their work without “losing their souls.” She describes prisoners who express their frustration by injuring themselves or throwing bodily waste.
In some cases, prisoners whose mental state makes it difficult for them to understand or follow prison rules are confined in supermax units as a result of their behavior.
