Originally moving picture film was shot at various speeds using hand-cranked cameras; then the speed for mechanized cameras and projectors was standardized at 16 frames per second, which was faster than much existing hand-cranked footage.
Improvements since the late 1800s include the mechanization of cameras, allowing them to record at a consistent speed, the invention of more sophisticated filmstocks and lenses, allowing directors to film in increasingly dim conditions, and the development of synch sound, allowing sound to be recorded at exactly the same speed as its corresponding video.
Since the advent of many other media technologies, film may include a broad range of media — both linear and non-linear, dramatic and informational, motion and still (though progressive).

This film should be shown in U.S. classrooms again, but since it is too close to the reality of the day, AND shows how the Pledge of Allegiance was originally done (without the mention of "God" added by the Joe McCarthy crowd a few years later), I doubt the current Bush regime would allow it.
The film presents four sliding scales, two of which are indicators of a current state of despotism (concentrated power, concentrated respect), and two which are danger signs for future despotism (concentrated wealth, restricted/controlled information).
The message may be valid, urging you to rate your own community and its values, but actor-illustrated examples are so cartoonish and specific to WWII as to ensure you wouldn't recognize despotism in your neighborhood unless soldiers walked around with fl armbands harrassing "Hebrews" and zieg heil-ing a swastika-esque flag.
