According to the Home Rule Charter, the mayor of Philadelphia is the city's "chief executive officer." The mayor is responsible for all executive and administrative work by the city, which means he or she must make sure that the city's laws are carried out.
The mayor must suggest ways to make sure that the operating budget for the coming year is balanced, meaning that the amount of money that the city spends on services is equal to the amount of money the city receives from the state of Pennsylvania, the federal government, and taxes from the citizens of Philadelphia.
The mayor may recommend legislation (laws) to the city council that relates to any area of concern for the city of Philadelphia, and the mayor may require the council to meet in special sessions to act on that legislation.

The $10 million is in addition to the $64 million annual budget of Philadelphia's emergency services office and $30 million annually in other funds for counseling and medical care to the homeless.
