Mazeikiai is a town located in the northern part of Lithuania near the Latvian border.
The history of Mazeikiai does not go as far back as the oldest times, though it is known that in the twelfth and thirteenth centuries this land belonged to Ceklis region which suffered a lot from the crusaders.
Mazeikiai is only the eighth largest town in Lithuania but it can boast as one of the most significant industrial centres in the country.

Popular sentiment ran against the deal, the press was loud in its criticism, and opposition members accused the ruling conservative bloc of selling out national interests and threatened to organize a public referendum to stop the transfer of the complex.
Apparent in the public is an increasing skepticism about the West, a reluctance to let national symbols such as Mazeikiai be sold off to foreigners, and less concern about dependence on Russia for energy.

The story of Lithuania’s large refinery at Mazeikiai--the only refinery in the Baltics--and the attempt by Williams International to become a significant investor in it, provide an illustrative case study of the pitfalls and potential rewards of investing in a former communist country.
The refinery and oil transport system are now managed by Williams International of Tulsa, which came to terms last year for a $150-million purchase of one-third of Mazeikiai Nafta (Oil), a new company that unifies most of Lithuania’s oil industry.
Mazeikiai Nafta was created by the merger of the Mazeikiai refinery, Butinge Nafta which operates the new port at Butinga that is connected by pipeline to the refinery; and Naftotiekis, which operates the Birzu oil pipeline bringing Russian crude oil into Lithuania via the Russian Druzhba (Friendship) pipeline.

Mazeikiai director Vidmantas Macevicius blamed the halt in crude supplies on the Russian oil company LUKoil, which acts as the coordinator of Russian oil deliveries to Lithuania, according to the Baltic News Service.
LUKoil issued a vague threat to cut off crude supplies to Mazeikiai last Friday after being denied by the Lithuanian government to buy a strategic 33% stake in the Baltic Mazeikiai Oil, which in addition to the refinery also includes an oil pipeline and an oil export terminal.
The Mazeikiai refinery had to close due to lacking Russian oil supplies twice before this year, and on both occasions there was some speculation that the halt in supplies was a thinly veiled attempt by the Russians to obstruct a sale of Mazeikiai Oil to the US company rather than to LUKoil.

Economy Minister Vytas Navickas said on July 31 that Russian crude oil was not flowing to the Mazeikiai refinery due to a technical problem in the pipeline somewhere in Belarus.
Mazeikiu Nafta Chairman Nerijus Eidukevicius told the Baltic News Service that a commission was appointed on July 31 to establish the cause of the technical failure that occurred in the pipeline section at Novopolock on July 29.
To make up the difference, the refinery in Mazeikiai started pumping crude from Butinge, a terminal on the Baltic coast, on July 25.
