During the 1950's it was possible to improve the performance of your "sluggish" side valve Morris Minor by fitting a Mazengarb conversion kit.
The Mazengarb conversion not only greatly increased the performance of the car, but had the additional advantage of overcoming the problem of fuel vaporisation.
The car was said to have done 150,000 miles as a side valve; it belongs to A. Mazengarb, managing director of the Gear Manufacturing Co., who designed the new cylinder head.

Mazengarb was admitted as a barrister and solicitor of the Supreme Court in 1914.
In 1947 Mazengarb retired from the firm and was appointed King’s counsel, a recognition of his eminence as an advocate.
Mazengarb dominated the committee and its proceedings: mindful of the National government’s wish to have the report completed before the imminent general election he set the timetable for the committee’s investigation, dictated the tasks to be performed, and wrote or edited much of the report.

Oswald Chettle Mazengarb (1890-1963) was a New Zealand barrister.

On 20 June 1954, shortly after her mother and stepfather had reported her as missing, a 15½-year-old girl turned up at the local police station in the Hutt Valley borough of Petone (since October 1989, a suburb of the city of Lower Hutt).
Parliament responded to the Mazengarb Report with a special select committee appointed on September 28, 1954.
Its report (AJHR 1955, I-15) was due to be issued on October 1, 1955.

The report, conducted as a consequence of the Parker-Hulme murders, grimly noted “Organisation of Immorality”, and related the story of a “Milk Bar Gang” whose young members met, according to one girl, “mostly for sex purposes”.
Some fairly silly things were done in the wake of the report, and we ought to bear that in mind in confronting the latest outrage.

In 1954 the Government had commissioned a report on the sexual activities and promiscuity of secondary school children, adolescents, which confirmed the worst suspicions of right minded New Zealanders that moral decline was upon them and focussed in the adolescent population (Special Committee on Moral Delinquency in Children and Adolescents, 1954).
This Mazengarb Report assumed national importance and a copy was sent to every household in New Zealand which received the Family Benefit allowance.
This report had a profound effect on the New Zealand public, already in a moral panic about the changing status of young people and the responses of adolescents to the authoritarianism, paternalism and the benevolent despotism characteristic of New Zealand society from government through to family structures.

The prosecuting officer was reported as saying that: The police investigations revealed a shocking degree of immoral conduct which spread into sexual orgies perpetrated in several private homes during the absence of parents, and in several second rate Hutt Valley theatres, where familiarity between youths and girls was rife and commonplace.
Those who read this report might usefully ponder the question whether the ever-increasing way in which responsibilities in character building are being assumed by schools, libraries, clubs, and many other organizations has not made parents less heedful of their own personal responsibilities for the training of their children.

The Mazengarb Report - which surveyed the newly invented category of ‘juvenile delinquency’ in New Zealand - attributing much of it to ‘working mothers’ and prescribing a specific domestic ideology of mother at home as the solution.
The Mazengarb Report also referred to the Parker-Hulme case, suggesting that these two young girls began with unnatural sexual practices, and went on to commit murder.
They were reported to have ‘interviewed 17 of Pauline and Juliet’s now 55-year-old classmates from Christchurch Girls’ High School to flesh out the characterizations’, and to have asserted that the text of the film was based on Pauline Parker’s 1953 and 1954 diaries.

The ever-reliable MP Sue Kedgley’s contribution was “Violence on TV needs fixing pronto.” Such were responses to a report earlier this year, which found the level of TV violence higher than did the last one back in 1995.
Then, pulps and comics were the whipping boys of choice and New Zealand’s sonorously named Oswald Mazengarb was appointed chair of a committee to look into “Moral Delinquency in Children and Adolescents”, prompted in part by frightful tales of “heavy petting in the Hutt Valley”.
Mazengarb gave rise to the Indecent Publications Amendment Act, 1954, that allowed police to swoop on dairies and the like, confiscating publications deemed a danger.

The report gained its name from the inquiry chairperson (chairman in the quaint jargon of the time), stipendary magistrate Oswald Mazengarb.
Among the conclusions, in summary: 1 to 4 and 26 dealt with sexual immorality, noting that "immorality has been [organised]", and the unfairness that the authorities could charge boys for indecent conduct, but not girls.

New Zealand Libraries reported a sharp response by the Minister of Education, Algie, and by some newspaper editorial writers, to an address given at the NZLA Conference in 1953 by the President, on the subject of the State and public libraries: Perry (1953).
A key document was the report of a working group appointed by Minister of Education Kinsella in 1969 to advise him on the future of education for librarians.
The issue of New Zealand Libraries for February 1969 carries the report of the seminar, a collation of the comments made by the women who were surveyed, a commentary by a library employer, and a report of the discussion which occurred at the seminar and the resolutions which arose from it: NZLA, Professional Section (1969).

The Inquiry resulted in the Report of the Special Committee on Moral Delinquency in Children and Adolescents (The Mazengarb Report).
It was triggered in part by the Parker-Hulme murder and the Petone incident, where a girl reported on a 'Milk Bar Gang' who met 'mostly for sex purposes' (the report, P11).

I'm still also looking in to some 1950s-era stuff (such as Mazengarb's report, of course, but I think at this stage that I've covered the vast majority of what I'm interested in.
