McClellan studied law and was admitted to the bar in 1913 at the age of 17, becoming the youngest lawyer in the United States.
In 1935, McClellan was elected as a Representative of the Democratic Party from the 6th District of Arkansas to the 74th Congress.
McClellan's second wife died of spinal meningitis in 1935 and his son Max died of the same disease while serving in Africa during World War II in 1943.

John Little McClellan was born on a farm in southcentral Arkansas near Sheridan on February 25, 1896, the son of Issac Scott and Belle (Suddeth) McClellan.
McClellan became chairman of the committee in 1955 and began a decade of highly visible committee hearings which drew much attention.
McClellan also served for eighteen years as chairman of the Senate Permanent Subcommittee on Investigations (1955 – 1973) and continued the hearings into subversive activities at U.S. Army Signal Corps Fort Monmouth, New Jersey, where Soviet spies Julius Rosenberg, Al Sarant and Joel Barr all worked in the 1940s.

The difference in elevation from the beginning of the system (mile point 600 on the Mississippi River) to the end (the Tulsa Port of Catoosa) is 420 feet.
The system was channeled up the Verdigris to Catoosa from Muskogee, rather than up the Arkansas to Tulsa, because the Arkansas River at Tulsa is 110' higher in elevation than the Verdigris at Catoosa.
This structure is located at the entrance to the McClellan-Kerr Arkansas River Navigation System, and was dedicated on July 16, 2004.

General Description and Characteristics: The McClellan-Kerr Arkansas River Navigation System (MKARNS) is one of the more recent additions to the inland navigable waterway systems, having been completed in 1968.
Location and Navigable Mileage: The downstream end of the MKARNS is actually at the confluence of the White and Mississippi Rivers.
Additionally, the White River is navigable upstream for a quite some distance (we believe to Newport, Arkansas, about 245 miles), but our research did not reveal any details of this waterway, and the COE navigation charts appear to be out of print.
