McCormack showed that he had abnormal brain function from an electrical injury was discredited by Dr. Helen Mayberg’s testimony that she could not determine, based on her experience and training in PET scans, whether or not Mr.
McCormack failed to meet his burden of proof in showing that the mental condition for which he received treatment at Charter Hospital was directly and proximately caused by the electrical shock accident rather than by the results of his civil trial.
McCormack’s treatment at Charter Hospital was causally related to his work injury, and that, therefore, Schell is responsible for the additional related medical costs, is supported by competent and substantial evidence on the whole record and is not against the overwhelming weight of the evidence.

McCormack also claims that a third witness, a retired police officer, would testify to police mishandling of evidence and destruction of evidence, particularly a bandana that McCormack claims was used to blindfold Larson before she was shot, a version of the incident that would not be consistent with his confession.
McCormack provides no explanation why this evidence was not known to him at the time of his trial or why he was not negligent for failing to present that information in a more timely manner.
McCormack's discovery of a Minnesota domestic abuse injunction that Larson obtained against her brother shortly before the murder does not meet the test for newly discovered evidence.

MPR: Minnesota begins search for uninsured drivers
Patricia McCormack, the acting director of the Division of Vehicle Services, says half have been selected at random, and the other half are drivers with past violatlions.
The number of uninsured motorists in Minnesota, about 14 percent of the state's drivers, is more than double that in Wisconsin and Iowa, where uninsured rates are among the lowest in the country.
Instead, Minnesota and other states are relying on punitive measures -- fines and license revocations -- to try to convince uninsured motorists it's in their interest to buy coverage.

Minnesota's Mental Health Collaborative Maximizes Federal Entitlement Reimbursement
Among those issues with which the collaboratives needed help, were (1) the need to fit the MHIF into the state's overall health care reform strategies and (2) to develop a "true" model of capitation and risk-sharing for the operation of integrated funding for children's mental health.
Because parental involvement is essential to the success of collaborative efforts at both the child and family and systems levels in Minnesota, representation and involvement of minority parents of children with severe emotional disturbance was increased, giving parents the opportunity to advocate and develop care plans for their children.
Through appropriations from the Minnesota legislature, the MHIF process is expected to move forward with implementation on a local level.
