 New York Fed Seeks New Rules For Derivatives
William J. McDonough, the New York Fed president, said in an interview that he asked the firms to work to improve risk assessment because "more transparency is needed" on the part of banks and securities firms involved in the trading of futures, options, swaps and other risk- management tools that are known generically as derivatives.
McDonough stressed that he was not opposed to the use of derivatives as tools for risk management, but he said the challenge for accounting firms was to come up with ways to provide "a reasonable estimate of possible gains and losses" in the future.
McDonough said, adding that the discussions included securities regulators on both sides of the Atlantic and the New York Fed and the Bank of England.

McDonough, 68, will end his career with the U.S. central bank -- he is also vice chairman of the bank's policy-making arm, second in power only to Chairman Alan Greenspan -- on July 21, 2003, the New York Fed said.
McDonough's name was often mentioned when economists speculated about potential replacements for Greenspan, 76, who is expected to retire within the next few years.

Citing an alarming increase in leptospirosis cases, bacteriologists in the Cornell College of Veterinary Medicine's Diagnostic Laboratory are urging dog owners to watch for symptoms of the disease until improved vaccines are available.
That laboratory is the official diagnostic center for animal disease control in New York state and each year conducts more than 700,000 diagnostic tests for animals of all species, including humans.
Leptospirosis is spread by a spirochete (or spiral shaped) bacteria called leptospires in the urine of rodents and other infected animals, as well as in water, such as pond water.

McDonough was joined by fellow Republican Assembly members and Westchester County District Attorney Jeanine Pirro at a press conference in Albany to call for immediate action on legislation that would keep dangerous sex offenders confined if they are deemed to pose a continued threat to society.
If, upon evaluation at the time of their release, there are significant reasons to believe that convicted sexual predators may strike again, civil confinement would allow judges to order the worst sex offenders to be held in a secure facility beyond their prison release dates.
McDonough noted that 16 states, including New Jersey and Massachusetts, have laws allowing state officials to initiate an involuntary commitment process against convicted sex offenders after they have served their sentences.
