Space Station McKinley, or Spacedock as it is generally called, is a large orbital malti-starship facility.
Spacedock is eesentially the shape of a very large mushroom capable of fitting a Sovereign-class starship inside the upper structure along with other large vessels.
Spacedock's main function is to provide a base from which to launch new vessels and undertake various upgrades and repairs on older vessels.

As the Enterprise sped away from Spacedock, it seemed a natural chance for Starfleet Command to see what exactly the Excelsior could do and to prove the naysayers once and for all that the Excelsior was the next evolution in both space frame and propulsion design.
The complexity of Dr. Tokogawa’s design was its downfall and the Excelsior class returned to spacedock under Impulse power, and the NX-2000 returned to drydock to have its M/ARA drive removed and replaced with a more conventional NNEC Generation 5 M/ARA warp drive.

So any actual defenses, Spacedock, the orbital shipyards, orbital weapons platforms, planetary shields, ect would not likely have come immediately into play until the Borg cube got closer.
We have also seen many times that Earth has a fairly extensive orbital infrastucture as part of the San Francisco shipyards, which among other things include the drydocks and orbital offices as seen in ST:TMP, and "Generations".
If Earth's orbital infrastructure is as extensive as Mars' Utopia Planita shipyards, then there are dozens apon dozens of drydocks, and large orbital stations (see VGR's "Relativity" for how extensive this can be).

It is significantly larger than Earth Spacedock (seen in ST3), even though the two structures have the same superficial appearance.
Earth Spacedock is described in the ST3 ILM size charts as being approximately 12000' (3600m) in diameter and 15250' (4600m) tall (thanks to Ryan McReynolds for bringing this to my attention).
Further more for spacedock 1 to be a ship yards they would have to INCREASE its size so that it could accomodate the larger ship.

As for the reason I didn't count San Francisco Yards and Earth Station McKinley as two separate shipyards, you may notice that San Francisco Yards is referenced in the TOS era but never in the TNG era.
Earth Station McKinley is referenced in the TNG era but never in the TOS era.
Now in order for Spacedock 1 to be a ship yards it would have to be bigger then the one seen in ST3, ST4, ST5, and ST6.

There are reportedly hundreds of Starbases (notice the numbering system, with Spacedock as Starbase 1) at least equivilant to Spacedock throughout the Federation, and as we know from various episodes, most are not in orbit of major Federation member worlds, which also likely have their own yards.
Earth Spacedock and Starbase 74 are clearly much larger than Deep Space Nine, so they undoubtedly account for two of the three starbases that dwarf Deep Space Nine.
One hundred fifty three additional orbital and deep interstellar facilities are thought to make up the bulk of their off-world assets.
