As a river meanders across a flood plain, the outer bends are gradually eroded and the water channel deepens; as the loops widen, the neck of the loop narrows and finally gives way, allowing the water to flow in a more direct route, isolating the old water channel and forming an oxbow lake.

Meanders are common where the gradient is gentle, the discharge fairly steady (not subject to extremes), and the material that is carried is fine sediment.

They are valued for river bank protection, landscaping, shade and windbreaks; but their ability to propagate vegetatively and grow vigorously in rivers has caused serious concern and expenditure because it enables them to displace native vegetation and to cause erosion where they divert floods to the banks.
A recent assessment of the exent of riparian vegetation along both sides of the river and streams in the Meander Catchment from aerial photographs estimated that 19% of the river banks in the catchment are covered in willows, 58% have native or other vegetation and 23% of the banks are bare.
Rivers more than 20 metres wide, carry a strong flow in a clear, well-defined channel, are generally less effected by the presence of crack willow in regard to channel movement and flooding.

The "Meander Project" was a NHT-funded project operating devolved grants in the Meander Valley Council area.
Various studies outside of Tasmania have shown that a greater diversity of birds and a higher probability of occurrence of threatened bird species will occur in remnant patches larger than about 10 ha.
The Meander Project is well suited for monitoring benefits of fencing as much of this fencing only protected sections of larger remnants that appear to have remained unfenced and grazed.
