  World congress on language policies
The last group consists of language communities whose position and provisions also depend on the central government, but the real protection of the regional and minority language is dependent on the local policies of municipalities and their political and administrative leaderships, such as boards of education.
Most of the 15 language communities have good provisions for their language in education, although the scale and the degree of these provisions in the same category are highly varied.
Instead of referring to particular languages, Spain has ratified for regional or minority languages that are co-official languages in the autonomous communities and the languages that are protected by the statuses of autonomy in the territories where they are traditionally spoken.

In her account, Eagle documents the traditional languages of Nepal, notes the relationship between religion and language, expounds the historical developments of language in the nation including the arrival of Nepali during the Gorkha Era, and the impact of British India on Nepal.
Language planning is rarely done for linguistic purposes per se; this chapter doesn't take us to those extra-linguistic, socio-political agendas that would illuminate the policies documented.

Non inclusion of Bhoti language in the 8th Schedule of the Indian Constitution and the Australian Aborigines whose children where forcibly taken away by the state, brought up in missionary orphanages and never returned to their families so that they lost all identity are two extreme examples of enforced uniformity and compulsory assimilation.
Non inclusion of the Bhoti language in the 8th Schedule is a fountain-head of alienation, violence, social discord, intellectual dependency and cultural degradation.
This language is a symbol of "Unity in Diversity".

Part of the reason was based on military concern; one felt that people close to the border speaking the language of the neighbouring country rather than the major language in their own country might not be trusted, in case of war.
People with Meänkieli-speaking roots are often referred to as Tornedalians although the Finnish-speaking part of Norrbotten is a far larger area than the Tornio river valley; judging by the names of towns and places, it stretches as far west as the city of Gällivare.
The language is taught at Stockholm University, Luleå University of Technology and Umeå University.

In general however the language is confined to personal and social use but this is slowly changing.
The number of pupils receiving home language instruction is steadily decreasing and the language is in competition with other foreign languages in school.
Throughout other schools in the region the language is a subject on the curriculum like any other and is allocated between one to two hours per week at primary and secondary level.

This monograph presents a detailed study of the language planning situation in Sweden with particular emphasis on minority languages.
Swedish language policies towards minorities have been nationalistic, reluctant, and directed towards assimilation.
However, these first steps towards a new minority policy lag some 20 years behind general developments in the European Union, and except for the Sami, economic expenditure to support minorities, their languages and cultures is limited.
