Most of the districts in the country have already started to feel the effect of the People’s War.
An official at the district police office in Jhapa said that headquarters had already sent word to the Home Ministry that 20 percent of the police personnel posted in the Mechi and Koshi zones have been taken to Maoist-affected districts.
The Superintendent of Police for Mechi Zone, Keshav Baral, says it is both difficult and dangerous to send smaller police forces to patrol at night because of the increase in rebel activity in these areas.

The Communist Party of Nepal (Maoist) affiliated trade union, All Nepal Trade Union Federation (ANTUF) has withdrawn its more than three-week-old call for indefinite strike in Mechi zone with immediate effect.
The ANTUF had called the indefinite strike along the Mechi highway and strike in all the tea estates and gardens in the eastern region in support of its 15-point demands.
The demands included raising minimum salary and benefits to plantation workers in tea estates and gardens and withdrawing the tag of `terrorist' from the ANTUF, among others.

The indefinite strike called more than three weeks ago by the Maoist-affiliated All Nepal Trade Union Federation (ANTUF) had resulted in the scarcity of essential supplies in the eastern region, while thousands of kilograms of green tea had gone to waste.
The pro-Maoist trade union had called for a strike along the Mechi highway and in all tea-estates and tea-gardens to press for its 15 demands, including a raise in the wages of tea-labourers and the removal of the 'terrorist' tag from the ANTUF.

On 11 April 2005, King Gyanendra made the final move to take full control of administration of the country by appointing five regional administrators for the country's five development regions as well as the zonal administrators in the 14 administrative zones to replace bureaucrats.
In the post of 12 zonal administrators, the King has appointed university teachers, former administrators and supporters of the single-party panchayat system.
