Medellín - Wikipedia, the free encyclopedia
Medellín is the capital city of the Antioquia Department in Colombia.
Until the late 1990s, the city unfortunately became known for being a base for the most powerful international drug trafficking organizations and for being constantly affected by the violent Colombian conflict.
The actual economy of Medellín is the second largest of Colombia after Bogotá and is lead by a powerful group of people from the private sector known as the Sindicato Antioqueño (Antiocheans Union) and formally known as the Grupo Empresarial Antioqueño (Antiochean Industrious Group).

Colombia: The Paramilitaries in Medellín: Demobilization or Legalization? - Amnesty International   (Site not responding. Last check: 2007-10-23)
In the case of Colombia, this underlines the importance of fully investigating and uncovering the economic, political and institutional – including state institution and security force – links to paramilitary forces and the degree of their responsibility in supporting paramilitarism and complicity in human rights violations committed by paramilitaries.
But given the endemic nature of impunity in Colombia, most paramilitary members – and guerrillas for that matter – are not formally under judicial investigation for violations of human rights or international humanitarian law, and are even less likely to have been tried or convicted for such offences.
According to the Office in Colombia of the UN High Commissioner for Human Rights, "mechanisms of transitional justice should only be applied within processes of negotiation, dialogue and agreements with illegal armed groups that have previously agreed with the government to demobilize and dismantle".
