I think the mediocrity goes with only being in the final AP top 25, twice in 8 years.
The difference between truly mediocre programs and good programs (who only rarely swim in mediocre waters) is in (a) having the successful seasons at all, and (b) stringing those successes together from time to time.
As the first reply says, finishing 3rd or 4th in the West on a regular basis is a pretty good definition of mediocrity.
