  Melbourne City Council - holding them to account
Melbourne City Council was earlier this year raided by the State Ombudsman department who's investigation found that the City Council's administration was corrupt and that the Council was using traffic fines as a means of revenue fund raising and not as a deterrent for illegal parting.
Council's Grey Ghosts had a quota 'bounty' system going on and Melbourne's motorists where the target of this corrupt practice which the CEO David Pitchford was ultimately responsible.
In April, the council was stung by a State Ombudsman's report that raised allegations of incompetence and bullying in its parking and traffic branch.

The Irish Council of State met on 21 December 2004 to advise President Mary McAleese on whether or not to refer the Health (Amendment) (No. 2) Bill, 2004 to the Supreme Court to test its constitutionality.
The Council of State met for one hour and every member was present except former taoiseach Charles Haughey.
Under the constitution the Irish president has the right, in most circumstances, where he or she believes a bill may be unconstitutional, to decline to sign it into law until it has been referred to the Supreme Court to test it constitutionality.

 Irish Refugee Council
The Irish Refugee Council (IRC) welcomes the provision in the Irish Nationality and Citizenship (Amendment) Bill 2004 that children born to parents living in Ireland without restriction - which includes persons already recognised as refugees - will continue to be entitled to Irish citizenship. However, the IRC is concerned that children born before their parents' refugee status has been recognised may not enjoy the same entitlement.
The Irish Refugee Council is disturbed by the raft of amendments to the Immigration Bill 2002, proposed at Dáil Committee stage, at short notice and with minimal scope for input from relevant players.
The undersigned alliance of organisations is concerned by the decision of the Supreme Court to uphold the State's right to proceed with the deportation of the non-national parents of Irish children in the Lobe and Osayande cases.

The Council of State (Irish: Comhairle Stáit) is an institution established by the Constitution of Ireland to advise the President of Ireland in the exercise of many of his or her discretionary, reserve powers.
The Council of State also has theoretical authority to provide for the temporary exercise of the duties of the president in the event that these cannot be exercised by either the president or the Presidential Commission.
Under Article 14.4 of the constitution the Council of State, acting by a majority of its members, has authority to "make such provision as to them may seem meet" for the exercise of the duties of the president in any contingency the constitution does not foresee.

It was moved by Nelson and supported by Irish to authorize payment request number two to Hardrives, Inc. in the amount of $26,700.03 for the 2004 street overlay projects.

The paper says the course has asked Meath County Council to rezone land it owns next to the racetrack for commercial and residential development.
Matt O'Dwyer, chief executive of HRI's property and commercial division, told a recent meeting of Meath County Council that Fairyhouse plans to redevelop its facilities.
HRI chief executive Brian Kavanagh told the Irish Times at the weekend that proceeds from the sale of any surplus land at Fairyhouse would be used to fund that redevelopment.
