The Mega Man Legends series was the third Mega Man franchise which debuted on December 18, 1997 in Japan and September, 1998 in North America on the PlayStation.
The Mega Man Legends (Rockman DASH in Japan; "DASH" being an acronym for "Digouter's Adventure Story in Halcyon Days") series was at first regarded to be strange by fans of other Mega Man games; but some skeptics who played the games soon grew to love the characters and plot.

Since the so-called bright man is not, in fact, very bright, he doesn't realize his own pointlessness, and lives in a narcissistic state.
The next in line was going to be Khan Man, but he had to be canned since, in the English version, it could have been misinterpreted as "Con Man" when spoken.
Dust Man was put into the game because everyone realized that the last few robots, except Bright Man (who everyone ignored in the hopes that he would go away) were all pretty bitching looking, and the game needed some comic relief.
