In a word, Ezra devoted this Megillot section of the Old Testament canon to the teaching of the women of Israel, and it is about feminine attributes or virtues.
To show their importance, Ezra gave the women of the capital city (Jerusalem and the Temple) these 5 special books of instruction, and these 5 books ought to be studied especially by women today in the manner that Ezra intended for the noble ladies of Jerusalem in his time.
As far as the Megillot were concerned, however, these 5 books were intended simply to be read to the assembled women (and others) on the 5 festival periods that Ezra assigned.

I suspect that the aim of the overall system is christological: the final verses of Malachi, which refer to the coming of Elijah the prophet before the "great day of the Lord" come at the very end, immediately before the opening chapter of Matthew, with John the Baptist and guess-who.
In Hasidic batei midrash to this day, the megillot of the three regalim are often read quietly and quickly by each person from his own Humash (in the same way they often do the haftarah).
In Israel, and specifically Yerushalayim, the custom of reading the other megillot (in some places including Eikha!) from a scroll with a brakha, is attributed to the "Perushim"-- the disciples of the Gaon of Vilna who established the Ashkenazic customs in Jerusalem.

I explained to her that the grouping of the so-called megillot in most modern Bibles presupposes their liturgical use, the order reflecting the order of the calendar, beginning with Pesach (Song, Ruth, Lamentations, Qohelet, Esther).
Not only are the five megillot split up, but also (as one would expect) only Esther is explicitly referred to as a megilla.
When I asked a learned colleague about the matter, he said that while the term "chamesh megillot" might be found in a few medieval works (very few, according to a search of the Bar-Ilan CD), it was basically a modern usage, as far as he knew.
