Elections in Papua New Guinea - Wikipedia, the free encyclopedia
The future of the provincial electorates is under debate.
Papua New Guinea has a multi-party system, with numerous parties in which no one party often has a chance of gaining power alone, and parties must work with each other to form coalition governments.
This tendency is reinforced by the electoral system, which combines first-past-the-post voting in single-member constituencies with large numbers of candidacies, making election to the House largely a matter of chance.

National Parliament of Papua New Guinea - Wikipedia, the free encyclopedia
As in other Commonwealth Realms, the party or coalition with the most seats in the parliament is invited by the Governor-General to form government, and their leader subsequently becomes Prime Minister of Papua New Guinea, with the Prime Minister then appointing his cabinet from fellow members of the parliament.
Papua New Guinea has a fractious political culture and no party in the history of the parliament has yet won majority government.
This has meant that negotiations between several parties have been necessary for governments to be formed.

POLITICAL parties who have been courting voters in New Ireland Province during past national elections have been called on to pay up outstanding debts and deliver unfulfilled promises of projects prior to the coming national and LLG elections or they should not expect too much in the form of support from voters.
He warned that any failure by political parties concerned to pay up these outstanding debts and deliver promised projects could have a detrimental effect on how and who people in the province could vote for at the coming elections.
Mr Maris further warned that failure by political parties concerned to clear outstanding debts and deliver promised projects could deny them and their candidates the mandate to be elected to hold public office as elected representatives of the people.
