It has been the civic centre of Melbourne since 1867 and the model of many suburban town halls built during the late nineteenth century.
Designed by prominent Melbourne architects Reed and Barnes and built between 1866-67, the building gradually accrued the elements it now boasts: the classical Prince Alfred Tower (1869), the temple-like portico (1887) and the administrative building on the corner of Little Collins Street by JJ and EJ Clark (1908-10).
A motion recommending "a National Australasian Convention to consider and report on an adequate scheme for a Federal Constitution" passed at the Town Hall was adopted at the February Conference, and led to the first such convention in Sydney in March-April 1891.

Only 13 years later in 1867, due to the immense increase of Melbourne's population and the consequent growth of the city, the first Town Hall was completely demolished.
The Foundation Stone of the present Town Hall was laid by Prince Alfred, Duke of Edinburgh, on Friday 29 November 1867 when the area of the city was only 4480 acres and the population stood at 55,798.
