I think that the Melbourne tram system has the potential to be one of the best transport systems in the world and that is after travelling on both the Hong Kong MTR and the Singapore MRT.
I was discusssing this with a tram driver on the weekend who reckons that to address this problem, the Government should give Tram Attendant's the power to fine fare evaders.
When my Auntie was in Melbourne last year, she was amazed at the fact we have a tram service with a 12 minute headway on Sundays.

Today, Melbourne's network is the fourth largest in the world with 478 trams servicing 30 routes and covering approzimately 500 kilometres of track.
i'm not sure how that would be possible, aside from any other reasons, 95% of tram routes originate or terminate out in the suburbs, so there's no practical way of selecting which model of tram is in the centre of the city, and which model of tram is elsewhere.
If the new trams are freed up to service suburban north-south routes, then the old trams can be used to give the inner city back some character.

New Docklands tram loop from Flinders St extension along Docklands Boulevard (at the waterside of Telstra Dome) then returning up Latrobe Street is complete, drivers are training now and Minister should open it in the next few weeks.
Collins St tram in future will both curve round to intersection of Bourke and Collins, and also continue on down what was formerly North Wharf Rd to service business and residential development along that side of wateras it develops.
The tram network in place now plus extensions of Collins St route down North Wharf Road and also from Latrobe Street down what used to be Dudley St towards Bolte bridge are part of Docklands infrastructure plan.
