Melkor was held at bay by the aid of Tulkas, who arrived late in Arda only to fight him, and the Valar ordered Arda to their pleasing.
Melkor was only biding his time, however, so when the Valar finally rested, he and his followers (downfallen Ainur) attacked and destroyed the Two Lamps (precursors to the Two Trees and the Sun and Moon).
Melkor's powers were originally immense, at the very least equivalent to those of his brother Manwë's, and possibly greater.

Melkor ("he who arises in might") was jealous of Eru already before Arda was created, and wanted to be king of other wills himself.
When Eru revealed the results of their song to the Ainur (Arda, as it was), Melkor was one of the first to descend into it, mainly from this desire.
Melkor was only biding his time, however, so when the Valar finally rested, he and his followers (downfallen Ainur, like Sauron and the later Balrogs) attacked their dwellings and destroyed their Two Lamps (precursors to the Two Trees and the sun and the moon).

Melkor (and those in real life who seem so incredibly like him ie: Hitler, Idi Amin, Qaddafi, bin Laden, Saddam Hussein, and other such people) are the reason that I have a very hard time repeating certain portions of various Creeds on Sunday morning.
Melkor is clearly one of those and from the text, it would seem that Tolkien does not believe that Iluvatar will step in for him either.

however, it seems that melkor, at the end of his life on arda, was just about as powerful as sauron was, at the end ofh is life on arda.
melkor was defeated by an army led by a single maiar, as i recall.
Although Melkor was more powerful (at least at the beginning) Sauron being more humble could have thought a better strategy to serve Melkor and wait for his time.

Melkor is not allegory - as i understand it, he IS Lucifer (Satan).
Since the Ainur were offsprings of Iluvatar's thought, I believe that it was indeed possible that maybe Melkor's 'evil' was induced by Iluvatar, and that he was allowed to decend into Arda as an obstacle for the other Ainur and the children of Iluvatar to overcome, thus Iluvatar could 'test' his creations.
Melkor takes the musical themes of Iluvatar and weaves into that theme notes, chords, progressions that arent of the theme-- that is, he doesnt create something other than music and put into the music-- he simply takes the componants of music and rearranges them into something disharmonious and clashing.
