He served in the Legislative Assembly of Ontario from 1990 to 1995 as a member of the New Democratic Party, and was a junior minister in the government of Bob Rae.
Ward served as an alderman on the Brantford municipal council from 1985 to 1990, representing Ward 2.
He was elected to the Ontario legislature in the 1990 provincial election, defeating Liberal incumbent Dave Neumann in Brantford as the NDP unexpectedly formed a majority government.

A Provincial Council served as a legislative body and consisted of the same number of members as were elected to represent a province in the House of Assembly.
The provincial Parliament, with the supporting vote of at least two thirds of its members, may remove the Premier from office on the grounds of a serious violation of the national or provincial Constitution or the law, serious misconduct or inability to perform the functions of office.
Provincial committees meet to discuss these bills and to formulate a province's view or mandate on such legislation, which is ultimately transmitted back to the NCOP by the province's delegates in that body.

 Ross Whicher - Wikipedia, the free encyclopedia
He served as mayor of Wiarton, Ontario from 1953 until 1955 when he was elected to the Legislative Assembly of Ontario as the Member of Provincial Parliament (MPP) for Bruce.
In 1958, he was a candidate for the leadership of the Ontario Liberal Party, but received only 39 votes and dropped off after the first ballot at the party's leadership convention.
Following his provincial career, Whicher served two terms in the Canadian House of Commons as a Liberal Member of Parliament for Bruce.

Some of you are already familiar with my struggle for justice under Harris government regarding a very clear case of harassment and discrimination in employment against the grounds of ethnic origin, place of origin, citizenship, age, and receipt of public assistance.
On the other hand, I would like to transmit a very clear message to every Member of Parliament and every Member of Ontario Provincial Parliament that the province of Ontario is going in a wrong direction that is not appropriate for this country.
The big problem is that every province has its provincial government and its laws, and sometimes the policy of a provincial government is totally opposed to the policy of the federal government.

Most notably, my constituents have continued to voice their concerns regarding a number of important health care issues: doctor shortages, delisting of chiropractic services; and the inaccessibility of the Northern health Travel Grant program for many Muskoka patients who are now ineligible for re-imbursement of travel expenses to specialists in urban centres.
