This means that Brent Roper is both the "brother" and husband of Shirley; that Samuel Phelps is the brother-in-law and nephew of Rachel Phelps; and that Rachel Phelps is the aunt and sister-in-law of Samuel Phelps.
Transcripts of Westboro sermons from the 1980s show that she was a "favorite" of Phelps and acted as his personal assistant; the reasons for the later disassociation with Phelps Sr.
