House of Lords - Wikipedia, the free encyclopedia
The House of Lords is the Upper House of the Parliament of the United Kingdom.
The House of Lords is an unelected body of 725 members: two archbishops and 24 bishops of the established Church of England ("Lords Spiritual") and 699 members of the Peerage ("Lords Temporal").
The jurisdiction of the House of Lords extends, in civil and in criminal cases, to appeals from the courts of England and Wales, and of Northern Ireland.

Members of Parliament must be British subjects and at least 21 years of age, but under the House of Commons Disqualification Act 1957 there are a number of categories of persons who may not be MPs and membership is best seen in terms of disqualification rather than qualification.
They may not be introduced by private members and, under the Parliament Act 1911, the House of Lords must pass such bills within one month of their being referred to the upper House, otherwise they receive the royal assent without the consent of the Lords.
The House of Commons is part of the environment in which the government operates and neither controls the other: the power lies in the hands of the government, but its exercise is influenced from time to time by the activities of the House of Commons and its members.

The Lords Spiritual consist of twenty-six clergymen of the Church of England, namely the Archbishop of Canterbury, the Archbishop of York, the Bishop of London, the Bishop of Durham, the Bishop of Winchester and the twenty-one longest-serving bishops of other dioceses.
The Lord Chancellor, as well as being a judge and the cabinet minister responsible for the judiciary and the courts, serves as the Lord Speaker of the House of Lords.
On 1st November 1999, the House of Lords was composed of 759 hereditary peers, 26 Archbishops and Bishops of the Church of England, and the 545 life peers created by either the Appellate Jurisdiction Act 1876 or the Life Peerages Act 1958.

The House of Lords also has a judicial function: it is the final court of appeal for civil cases in Britain and for criminal cases in England, Wales and Northern Ireland; in that case, only five law lords attend the debates.
Although the functions of the House of Lords are limited, it is useful: it acts as a safeguard against the increasing powers of the government and of the prime minister.
Logically, since the removal of most hereditary peers, the House of Lords has proved just as ready to fight the government and the House of Commons as it was before the reform; for example, on 20 January 2000, it forced the government to withdraw its bill to end the right to jury trials.

In a major parliamentary initiative, the majority of members of the House of Commons and a considerable number of the British Lords announced: "Supporting the struggle of the people of Iran and the People's Mojahedin Organization to achieve democracy and human rights are essential parts of the defeat of terrorism at home and abroad."
In a speech before members of the suppressive paramilitary Bassij on July 16, Hashemi Rafsanjani, former president and the head of the mullahs' State Exigency Council emphasized openly the clerical regime's use of terrorism.
