Members of the National Assembly for Wales are taking up their full responsibilities after power was transferred to the new body from Westminster.
However, when the devolution referendum for Wales was actually held on 18 September 1997, the government's proposals for a Welsh Assembly were endorsed by a margin of fewer than 7,000 votes.
Welsh Secretary Alun Michael handed a copy of the Transfer of Functions Order to the National Assembly's Presiding Officer Lord Dafydd Elis-Thomas on Wednesday afternoon in a ceremony to mark the handover of power.

In July 2002 the Welsh Assembly Government established an independent commission, with Lord Richard (former leader of the House of Lords) as chair, into the powers and electoral arrangements of the National Assembly in order to ensure that it is able to operate in the best interests of the people of Wales.
The National Assembly for Wales (or NAW) (Welsh: Cynulliad Cenedlaethol Cymru) is a devolved assembly (not a full legislature) with power to make regulations in Wales, and also is responsible for most UK government departments in Wales.
In its 1997 White Paper "A Voice for Wales" the Labour Government argued the Assembly would be more democratically accountable than the Welsh Office, which was represented in the British Cabinet by a Secretary of State who often did not even represent a Welsh constituency at Westminster.

Section 72 of the Government of Wales Act 1998 and Standing Order 4 requires Members of the National Assembly for Wales to register any relevant interests within eight weeks of taking the oath or affirmation and also register within four weeks, any changes to those interests taking place.
In his foreword to the first issue of the register, Dafydd Elis Thomas said: "Openness and accountability are two of the key features of the National Assembly..." and "that the National Assembly has made an important start in bringing the policies, practices and decisions of government closer to the people of Wales.
I hope that through this register and the actions of Assembly Members, the National Assembly will be seen to be open, inclusive and fully accountable to those who have elected its members".
