National Assembly for Wales - Wikipedia, the free encyclopedia
The National Assembly is led by First Minister Rhodri Morgan and a nine strong Cabinet.
In its 1997 White Paper "A Voice for Wales" the Labour Government argued the Assembly would be more democratically accountable than the Welsh Office, which was represented in the British Cabinet by a Secretary of State who often did not even represent a Welsh constituency at Westminster.
In July 2002 the Welsh Assembly Government established an independent commission, with Lord Ivor Richard (former leader of the House of Lords) as chair, into the powers and electoral arrangements of the National Assembly in order to ensure that it is able to operate in the best interests of the people of Wales.

The National Assembly for Wales (or NAW) (Welsh: Cynulliad Cenedlaethol Cymru) was established in 1998, following a 1997 referendum in which a small majority of voters (but not the electorate) voted in favour of the Labour Government's plans for devolution.
However, supporters of the Assembly argue that it is more democratically accountable than the Welsh Office, which was represented in the British Cabinet by a Secretary of State who often did not even represent a Welsh constituency at Westminster.

CAIN: Democratic Dialogue: Papers - The Northern Ireland Assembly and Women: assessing the gender deficit
One respondent, as a member of the Committee of the Centre, stated she was "still undecided on its effectiveness on the matter." This is in contrast with the wholehearted embrace of equal opportunities evident in the Scottish Parliament.
Democratic Dialogue was concerned to hear the views of the male members of the Assembly regarding the inclusion of women in the political arena and the extent to which they might support efforts to bring about a culture of greater gender equality.
The contrast between the male and female members of the Assembly in terms of self-confidence and perceptions regarding the public arena are readily apparent from the differing responses to many of the issues raised by the questionnaires.
