  Memel District 1920-1939
Memelland was a German territory until the end of the First World War.
By the Peace Treaty of Versailles (1919) the Memelland (a rather artificial name) was separated without referendum from the beaten German Empire and occupied by French troops.
During the Ruhr crisis in 1923 Lithuanian volunteer irregulars occupied the Memelland, followed by the formal annexation of the Memelland by Lithuania.

I have the issue cases for the medal of 3/13/38 (red with gold national emblem on the lid) and the medal of 10/1/38 (maroon with gold emblem), but I don't have (and have never seen) the issue case for the other "Flower Wars" medal for the return of the Memelland.
This is a question that did also crossed my mind several months ago, there is no other known case for the memelland medal then the red case as can be found with the medal of 13.
This proves that at least he is convinced that there does in fact exist a special case for the Memelland medal.

From the outset, territorial disputes with Poland (over the Vilnius region and the Suvalkai region) and Germany (over the KlaipÄ—da region, German: Memelland) plagued the new nation.
During the interwar period, the constitutional capital of Lithuania was Vilnius, although the city itself was then under Polish control (see History of Vilnius for more details).

It had belonged to Germany in former times, until the Northern part of so called "Memelland" was given to Lithuania in 1920 and the Southern part, belonging to German "Ostpreussen" region came to Russia by 1945.
Now it is easier to visit former "Memelland" belonging to EU member Lithuania than Russian Kaliningrad district.

Since Lithuania did not exist as an independent country immediately after the end of World War I, with the Treaty of Versailles the town of Memel and the surrounding territory was placed under the protectorate of the Entente States.
The territory was called Memelland and was separated from Germany and an autonomous government under temporary French jurisdiction was installed.
However the French left after Lithuanian uprising in 1923 under the command of Colonel Budrys.

Yet there was another contested region, the MEMELLAND, (Klaipeda) formerly part of Prussia/Germany, but placed under French administration until a plebiscite would decide over the area's future (with Germany or Lithuania).
When in 1923 Germany itself was focussed on the Rhineland (occupied by the French), on coups d'etat and on hyperinflation, Lithuanian troops occupied the Memelland; in 1924 Lithuania annexed the area, without holding the plebiscite.
There was little protest from the side of the Entente.

A large portion of its population, particularly outside the port city of Memel, however, was Lithuanian; and after the war the newly formed state of Lithuania requested that the Allied Powers at the Paris Peace Conference grant it possession of the Memel territory (March 24, 1919).
The Allied Powers sent formal notes to Lithuania protesting against this action, but their Ambassadors' Conference decided on February 16 to place Memelland under Lithuanian control.
The Memel Statute remained in effect until March 23, 1939, when Lithuania was forced to accept a German ultimatum demanding the return of Memelland.

Danzig and surrounding territory was established as a "Freie Stadt" (Free City) by Part III Section XI of the Treaty of Versailles, to be administered by a High Commissioner to be appointed by the League of Nations.
Memelland was ceded to the Principal Allied and Associated Powers under Part III Section X of the Treaty of Versailles, and the disposition of the territory was left to the discretion of the Allies which undertook occupation and administration.
In 1923 Lithuania seized the territory and the League of Nations accepted this annexation.
