Bank Menatep - by this stage rebuilt around its St Petersburg subsidiary which remained solvent—even started lending money to non-Khodorkovsky businesses.
Bank Menatep provided the foundation for Khodorkovsky's bidding for Yukos in 1995.
The bank grew quickly, winning more and more valuable Government clients such as the Ministry of Finance, the State Taxation Service, the Moscow municipal government and the Russian arms export agency, all of whom deposited their funds with Menatep, which Khodorkovsky mostly used to expand his burgeoning trading empire.

Bank Menatep St. Petersburg officials declined to comment on the withdrawal of Menatep's license.
Most of what was once Bank Menatep's now belongs to financial holding company Yukos-Rosprom, including Bank Menatep St. Petersburg, a Menatep affiliate that has taken over all of Bank Menatep's 46 Moscow branches.
A further five of the 18 largest so-called system-forming banks are expected to follow Bank Menatep in losing their banking licenses before Russia gets any fresh international loans, officials said.

Menatep Bank, which had been bought in a rigged auction of Soviet assets and has been linked to numerous international scams, opened its Cedel account (No. 81738) on May 15, 1997, after Lussi visited the bank’s president in Moscow and invited him to use the system.
Menatep bank was founded by Russian “oligarch” Mikhail Khodorkovsky, now the richest man in Russia, reportedly worth some $10 billion.

But, Moscow-based analysts believe the Tax Ministry could seize funds from Yukos's bank accounts within days, something Yukos said after the ruling it was powerless to prevent.

Group MENATEP announced earlier the completion of restructuring of almost 100 percent of international creditors' claims towards Bank MENATEP (Moscow) and of the restructuring/compensation program addressed to the holders of Bank MENATEP ADRs.
