The Hospital District, it is now clear, abandoned the usual one general contractor approach to the job when all three construction bids were more than $1.3 million over their $3.1 million original budget for that phase of the work.
Kent and Migge convinced the hospital district that they could get the job done for much less than what the general contractors had bid — so much less that their fat fees would be paid for by the savings.

Santa Rosa, CA – May 25, 2001 – REACH Air Ambulance yesterday responded to Mendocino Coast District Hospital (MCDH) in Fort Bragg, Calif., to transport a critical patient to definitive care in Santa Rosa, Calif. Typical spring-like weather conditions, including thick coastal fog with low visibility, forced other air ambulance services to decline the flight.
The patient was admitted two days ago to the Emergency Department at Mendocino Coast District Hospital and continued to have signs and symptoms of heart failure.
It is usually ice, or the threat of ice, which prevents even instrument rated helicopters from operating in stormy coastal winter weather.
