In addition to the kyū/dan ranking system, a few select senior master practitioners have earned older menkyo kaiden certificates of mastery in individual school lineages.
These menkyo kaiden certificates essentially establish that the master practitioner has learned all that there is to learn about the particular lineage.
Whereas the kyū/dan ranks are often made public, those select practitioners who have earned menkyo kaiden rarely divulge their status.

A menkyo kaiden is a certificate of complete transmission, and it carries with it the authoritiy to award menkyo kaiden as well.
After Oe awarded mutiple menkyo kaiden, no one could agree as to who the head of the system was, and so the headship postition for intents and purposes ceased to exist.
Those receiveing menkyo kaiden are expected to establish a dojo and continue the ryu's life, and perhaps even strengthen the number of people practicing, though the last bit is not a requirement by any means.

I think there are various reasons why the late M Saito did not choose dan rather than menkyo for weapons proficiency, but this system operated in parallel to dan rankings in aikido: it was not a substitute for it here.
The menkyo kaiden was just his way of saying to a few selected individuals "You know what I know regarding Bukiwaza...
I am sure the word "menkyo" can be used in many situations but for its actual meaning I always thought of "menkyo" or "menkyoshou" as meaning license or permit.

Ishitani was then taught the Gikan Ryu, and later received the Menkyo Kaiden, a diploma that verifies that he had learned the Gikan Ryu techniques fully.
Hontai Takagi Yoshin Ryu Takamatsu had a student named Sato Kinbei Kiyoaki which is supposed to have received Menkyo Kaiden of Gikan Ryu, Hontai Takagi Yoshin Ryu, and Kukishinden Ryu in January 1963 shortly after the death of Akimoto.
Menkyo Kaiden is only evidence that the people have learnt the techniques and teachings of a particular school.

To be honest, I've resisted debating the rank issues (like Menkyo Kaiden) with the Abashiri group because, if they are structured as they claim them to be - which would be easy to verify, the definitions *technically* sound pretty accurate.
Menkyo Kaiden, in it's generally accepted use in koryu (which can very easily change from ryu-ha to ryu-ha) best defines as a "diploma of full transmission", and usually means that the said person has the right to *use* the traditions name.
To the best of my knowledge, Menkyo Kaiden remains the highest diploma you can receive in Daito ryu, and as such I think the Abashiri group is unfairly downplaying it's significance (as well as the numerous other ranks, licenses and diplomas) in regards to Kondo Sensei.

The first level certificate was generally called "Oku-Iri" and its purpose was to certify that the pupil had completed his study of the basic technique and could be regarded as a true member of the school from that point onward.
The certificate of Menkyo or Menkyo-Kaiden signified Mastery and its holder was fully qualified for all aspects of the teaching of the school curriculum.
It seems to be clear that Ueshiba Sensei considered the 8th Dan as corresponding to the older Menkyo Kaiden and as such he bequeathed it to his better disciples, both prewar and post- 2nd World War.

As I understand it there are serious questions concerning Shinzaburo Nakayama passing a Menkyo Kaiden to Ohtsuka as he evidently tried to hijack the succession out from under the founders grandson Tatsuo even though he didn't hold a Menkyo Kaiden himself.
They have their own legit Menkyo Kaiden and succession via Shigeta Ohbata (awarded by Katsunosuke Matsuoka in 1895) and choose to avoid stirring up trouble.
Yuki Takamura left 3 Menkyo Kaiden holders before his death in 2000, 2 of which are teaching in the West.

The 10th Soke was known as Uryu Gikanbo and went by the same name as the founder of the Ryu.
Ishitani was then taught the Gikan Ryu, and later received the Menkyo Kaiden, a diploma that verifies that he has learnt the Gikan Ryu techniques fully.
Takamatsu gave the Menkyo Kaiden to several people, this including his best friend and senior student Akimoto, Fumio, but the Soke ship was given only to two of his students - relatevely once in 1962 and then once again in 1970.

The Soke Menkyo Kai is one of the few Sokeship associations to offer it's members accreditation in a license form for their years of hard work as a founder or heir of a martial arts system.
Accreditation is issued by " Head Family Soke " who are masters that not only have earned their grades up to Judan 10th Dan or Menkyo Kaiden, but then became the heir to the system they had received their grades in.
The Soke Menkyo Kai is not only an association, but also acts as an agency, an agency issuing accreditation through a form of license to those who apply and meet the requirements for membership.

(Menkyo Kaiden) It's written by Tiki Shewan, a 6th dan who was uchi deshi to Tamura.
He was probably the top student of the Daito Ryu revival, although I read an interview with a Daito Ryu sensei claiming he had not actually recieved the final certificate.
(The final certificate in the Menkyo Kaiden system corresponds more or less to eighth dan..) I believe he held certificates for sword and spear also, but I don't know which certificates.

Hatsumi is the only living "grandmaster" of all nine ryu because those are the ryu he received menkyo kaiden in and combined to form the Bujinkan.
Hatsumi was given menkyo kaiden but was also left "in charge" of certain arts passed from Takamatsu while others were left "in charge" of other arts.
Hatsumi, Tanemura and Manaka all have menkyo kaiden in the three NINPO styles.

The only other branch holding a Menkyo Kaiden (specifically) in DR is the Kodokai, and I don't know how the MK issue is handled within the Kodokai (Horikawa Kodo, founder of the Kodokai, was issued MK by Sokaku/Tokimune).
The other post about Sensei's "new" menkyo kaiden titles is not from the magazine but from the spanish website.
With as few legitimate Menkyo Kaiden holders as there are in the world (and thus as few who are in the position to award another Menkyo Kaiden) any new license should be well known and properly announced and documented.

However, each individual art followed its own criteria for licensing students; the rank sequence and the rank titles were often completely different from each other.
Due to the secretive nature of the arts and their instructors, the menkyo ranking system had some disadvantages.
There was no way to evaluate or compare equivalent skill levels of graduates from different schools, and, the steps between separate licenses could take anywhere from a few months to several years, depending on the particular school issuing the licenses.
