The social or mental hygiene movement of the late 19th and early 20th centuries was an attempt by Progressive-era reformers to control venereal disease, regulate prostitution and vice, and disseminate sexual education through the use of scientific research methods and modern media techniques.
This link between racial hygiene and social hygiene can be seen in Australia, where the Racial Hygiene Association of New South Wales is now named The Family Planning Association.
The movement remained alive throughout the 20th century and found its way into American schools, where it was transmitted in the form of classroom films about menstruation, sexually transmitted disease, drug abuse and acceptable sexual behavior in addition to an array of pamphlets, posters, textbooks and films.

The Mental Hygiene Medical Review Board (Board) predates the Commission on Quality of Care and was created by Executive Order in early 1976 to ensure the quality of services in state mental hygiene facilities through the examination of deaths of patients therein.
Pursuant to the Executive Order, state mental hygiene facilities (i.e., state psychiatric centers and state developmental centers) were to report deaths to the Board which appeared unusual or due to other-than-natural causes.
In the 1970's New York's mental hygiene system was rapidly changing from one that was largely operated by the state, where care was provided in large public institutions, to one that was more community based, where care was offered in smaller care settings, such as group homes, operated by private, mostly not-for-profit, agencies.
